State Street 500-600 Block Construction (March 31-Sep. 12).
State Street 500-600 blocks reconstruction is scheduled to begin
March 31 and conclude
Sep. 12, with installation of final streetscape items (benches, trees, etc.) in early November.
The project will include the State Street 500 and 600 blocks from Gilman to Lake, the Gilman/Broom/State intersection, Frances Plaza, "Concrete Park," and Hawthorne Court. The contractor is Speedway Sand & Gravel. A Frances Street Plaza public art/water feature project is also planned.
Once construction begins, there will be weekly construction meetings with business and property owners. Weekly BID Construction Updates will be posted to this site.
Capitol Square Construction - Spring/Summer '08
There are construction projects planned for both the "State" (inner) and "City" (outer) sides of the Capitol Square this summer.
City: Capitol Square - City Streetscape Updates Begin June 23-SCHEDULE UPDATE as of June 19.
NB: These are anticipated schedules. If work goes quicker or slower, they will adjust as the summer goes along.
June 23: Work will begin on Monday, June 23 on the "city" side of the square to replace all remaining pedestrian lights and traffic kiosks on the 100 blocks of South Carroll, East & West Main, North & South Pinckney and East Mifflin. (North Carroll and West Mifflin were done last summer).
July 14 - on: Work will begin July 14 (after Art Fair on the Square) and continue through fall to replace the brick kiosks on the corners of the Square and W. Washington, E. Washington, Wisconsin, S. Hamilton, N Hamilton & King St. (The kiosks at the Square & State St. and MLK Blvd. have already been replaced.) Tentative schedule is as follows. During replacement of kiosks (which are also electrical kiosks), there will be some interruption of power to ped lights/traffic lights in the immediate area of the kiosk being replaced.

Late Summer: At the June 18 Board of Public Works meeting, consideration of work to replace sidewalks and benches on N. Carroll and S. Carroll was referred to their July meeting, so this work has been delayed until later in the summer. More will be known in early July, and we will keep you posted.
Replacing other brick benches, brick pavers, cracked sidewalks etc.., is planned for future years.
State: Capitol Promenade Reconstruction (May - Oct.): The State of Wisconsin will continue sidewalk reconstruction and renovating the Capitol Park grounds. This project involves the sidewalks and parking lanes on the inner (Capitol) side of the Capitol Square. They hope to complete the entire rest of the project this year. Bids are due in early April; after that, more information will be available on the project schedule.
The tentative schedule is:
May to August:
North Carroll from W. Washington to State St.
West Mifflin from State St. to Wisconsin Ave.
August to November:
East Mifflin from Wisconsin Ave. to N. Hamilton St.
N. Pinckney from N. Hamilton to E. Washington
If concrete can be poured prior to October 15th, walks will be opened to public use. If concrete is poured after October 15th, walks will remain closed until after snow and ice. Corner will be scheduled so that it can be opened to public use during the winter of '08-'09. Also, per news reports, eighteen trees on the Capitol Square will be taken down as part of the project, but they'll be replaced with 28 trees.
Gilman St. Reconstruction Planning
West Gilman Street (block between State St. & University Ave.) will be reconstructed in summer, 2009. Design and planning will take place this year, Conversion of this block to 2-way was recommended as part of the State Street Strategic Plan.
After public hearings and presentation of options to the BID Board, the BID Board and State Street Oversight Committee voted to recommend a 120-day test conversion of this block to 2-way before a final decision is made to convert to 2-way or keep as 1-way.
As of late June, the proposal to convert Gilman Street (between University and State St.) to two-way was withdrawn. The Public Safety Review Board voted against the test conversion to two-way. The resolution authorizing the 120-day test conversion of this stretch to two-way was "placed on file" (e.g., withdrawn) by the Ped/Bike/Motor Vehicle commission. The city still plans to reconstruct this stretch of Gilman Street next summer and improve the streetscape, with it remaining one-way.
State Street Design Oversight Committee
This is the City committee which guides and makes recommendations for the State Street reconstruction, and where the 500-600 plans will be discussed.
